The UAE’s private education sector continues to grow, but demand is highly fragmented across geographies, income segments, and curricula preferences. For GEMS Education, a key challenge was to precisely identify where future investment would be most effective, while ensuring alignment with target demographics, affordability thresholds, and curriculum positioning.

This required a granular understanding of demand drivers ranging from household income, family composition, and nationality mix, to behavioural factors such as parents’ willingness to pay and tolerance for travel time. At the same time, the competitive landscape across Dubai, Abu Dhabi, and Sharjah is dense and varied, with differences in pricing, capacity, quality, and future pipeline supply.

A fully integrated, data-driven approach was therefore essential to assess market gaps, evaluate competition, and determine where new education facilities could be successfully positioned.

The grmc Solution

grmc delivered a comprehensive, research-driven assessment of the UAE’s private education sector, combining detailed demographic analysis with an in-depth evaluation of competitive supply.

A granular demand analysis was undertaken across Dubai, Abu Dhabi, and Sharjah, identifying target market segments and defining geographic catchment areas for potential school developments. This included detailed profiling of city- and district-level demographics, focusing on households with children, income levels and deciles, household size, nationality mix, and population growth trends.

Primary research formed a key component of the approach, with a structured parent survey designed to capture insights on school selection criteria, willingness to pay at different tuition levels, and acceptable travel distances and times. The research also assessed overall interest levels and key success factors influencing enrolment decisions.

In parallel, grmc conducted a comprehensive assessment of existing and planned private education facilities, benchmarking competitors based on tuition fees, enrolment levels, capacity, waitlists, curricula, operating hours, facility offerings, and teacher profiles. Additional analysis covered student–teacher ratios, average class sizes, and planned expansions to evaluate future supply dynamics.

These insights were synthesised into an integrated supply-demand model, mapping existing and pipeline supply against quantified demand at a micro-market level. This enabled the identification of underserved locations, pricing gaps, and optimal positioning strategies, supported by a detailed competitive SWOT assessment.

Results Achieved

The engagement provided GEMS Education with a highly granular and actionable framework to guide its expansion across the UAE.

By aligning demographic insights, consumer preferences, and competitive dynamics, grmc enabled the identification of priority locations with strong demand fundamentals and limited market saturation. The analysis also informed decisions on fee positioning, school sizing, and catchment targeting.

Ultimately, the study strengthened the organisation’s ability to deploy capital efficiently, optimise rollout strategy, and align new developments with real market demand—minimising risk while maximising long-term enrolment and operational sustainability.
